William Fraser is listed as the licensee at the Seven Stars, Brick Lane in Pigot's Directory of 1839. Other licensees are listed on the Seven Stars page of the London Public Houses website at this link:

The pub was established by at least 1711 and in the 20th century was tied to Watneys Brewery - but I cannot say who was the owner in the 1830s.
