A good start would be to look at Trade Directories covering the area for the years you are interested in. The 1924 Kent Directory is available on line at this link, others will be kept by local libraries:

The 'Dead-Pubs' website also has extensive coverage of Kent pubs, including names and dates for many former licensees, at the following link (although it was temprarily not working just now when I tried to look up the Cob Tree in its listings).
