School-based vs. clinic based OT

I'm a school-based OT (in a public school)and cannot find any concrete info. on the laws/regulations/guidelines explaining the differences between school-based and clinic based services. I am aware of the "educationally relevance" of school based services but I need something more concrete. This has come up multiple times throughout the years (mostly relating to children w/sensory processing issues), mainly because parents want more services and the district pleads services must be educationally relevant & the child is functioning in school. Any info would be greatly appreciated.
