As far as I know, after the Subway was closed the Veternan's Administration took over part of the Terminal as a Clinic. They poked holes through the decorated ceiling and ran wires for a drop ceiling, walled off the circular ramps and the ramps leading to the tracks and cut off a good portion of the tunnel itself. My friend and I were able to gain access a few years ago and looked around. I don't know if any mentally ill people were housed there or if anyone died there. Before the VA came in, the basement was used as an offical fallout shelter. I hope this helps. Sorry I can't be any more specific than this.
