because the white section really is a concern regarding ink staining (more so in the case of a piston filler).
By the way, I didn't know about the 400 Special Edition in tortoise shell, aka, 400 SE Brown Tortoiseshell, anyway, found this information over WorldLux website:

Zooming the image, one can see that the nibs (single-tone) have the modern Pelikan logo imprint (shared by all the nibs of the Souveran range). Moreover, the caps have two bands - one thin one thick . Literature says it's a special edition (to be understood as a one time production).
John Mottisahw website shows a pen that seems alike, but bearing a old-style two chevron nib. Text says, "M400 New Old Stock Brown Tortoiseshell". However text also says "This pen is a special edition and the numbers are limited".
Given the fact that, to my knowledge, old 400, 400N, 400NN and even old-style M400 never had two bands in the cap, I am a bit confused with this pen at Mottishaw website. Could it be a mismatched M400 old-style body with a old-style M600 cap ? Theres was a time (before 1997) in that the M400 and the M600 shared the same length (and one of the the differences was that the M400 cap had one band only while the M600 cap had two cap bands).

As to ink reservoir capacity, I have a vague idea that, one time, Richard Binder posted saying that the ink capacity of one of the Pelikan piston fillers, was slightly less than the ink capacity of a small international cartridge (Pelikan) and also, if memory serves me well, I read somewhere that the M800 ink reservoir holds less ink than another Pelikan piston filler (but not the M1000).
As to your new pen (400) I think that it holds a bit more ink than the M150.
