The pen companies either rebranded existing products as being usable for V-Mail, and in the case of Sheafer, came up with a new product all together.
Here are a couple of ads from Parker and Sheaffer, encouraging the writing of V-Mail for the war effort and also noting how their black ink, now called "Microfilm Black" or "V-Black", was the right stuff for V-Mail.
Sheaffer created a new product called the Voyager. It contained everything a soldier needed to write letters home, and was intended to be purchased stateside and sent to the soldier to encourage letter writing. The kit contained 50 V-Mail forms, a bottle of V-Black ink, a wallet-sized calendar that also had pen care instructions and a ruler (for map reading), a pack of pencil leads, and a pen wiping cloth, all for $1.00. It's a fabulous idea, but the Army wouldn't allow it to be sent overseas for a reason that I've not yet found out. However, the other branches of the military were fine with it.
