My best guess is decorative. The 1931 Symetrik patent shows the new balance shape pen with the Crescent inlay above the clip with no mention of guarantees. The mark evokes the Crescent filler and it also appears on clips and levers on many pens. Later Conklin moved it below the clip.
Conklin ads don't say anything about a guarantee (not that they could have afforded it).
