I would like to begin by saying this is a great idea. This is a great way to learn what works, what doesn't work, and why. Secoundly, I must admit I am not familiar with your rules, or the rules in other countries, or the reasons those rules were adopted.
I know in Toronto when we set our rules the intent was to keep our rules as close to ice hockey (ie. NHL) as possible. We simply wanted our game to mirror the game the 'general public' was most familiar with, and we thought this was how hockey was played. Obviously there has to be slight variations, such as penalties for dangerous driving, and the play being whistled if the ball is under the goalie. I was quite surprised to hear there were some significant variations in rules between countries.
I hope this helps a little, and I hope to learn the reasons behind the adoption of other rules.
