When US bought a house from Japan for one million dollars, that one million greenback paper was a debit note. It means US owes Japan one million dollars worth of merchandise or service. With this one million dollars notes, Japan can anytime reuire US to cash it with something such like auto, or plane or food. That's how I say it is a debit note.
If Japan kept that one million dollars for other usage, then US enjoys that house for free. Or he could sold that house for one million and deposit it into bank to earn interest. Until Japan comes back with that debit note asking to cash it with gold or something else, US enjoys a long term loan with interest free.
