Ursula, I think you are definitely putting us back on the right track !!
I immediately thought of GD Xenia, but it seems there is no connection. "Ksi" is also the grapheme for 60 in the ancient Cyrillic numbering system:

And the winding line over the character finally makes sense - it would be a "titlo", used to "mark letters when they are used as numerals" :

So this must have indeed made it a very appropriate gift for the Queen's Diamond Jubilee from her Family in the East.
So Russian - yes, Imperial - very much so, but also with a bigger historical significance than I thought...
What is interesting is that the Duchess started wearing it in public in January 2007, just a few months before she turned 60 herself (in July 2007)...
