The wire base has been photoshopped out of that image for aesthetic reasons, as it is the image used for the cover of the book.
This same image released on the royal collection website shows the same image of the tiara, with the base.

There is also another picture of the Girls of Great Britain tiara being circulated by the Royal Collection, from the time of the 1947 Royal Wedding Exhibition in 2007 (which shows the tiara in the more familiarly angled composition) again, with the base.
