George IV hat ornament

This is from a painting by John Singleton Copley, of George IV when Prince of Wales.
I would love to be able to see his hat in HQ or similar !!

Can anyone help please?
I'm hoping it is the cockade before altered to a cloak clasp, but it might only be embroidery.
