Puzzle 1 - bandeau base added to QV

For the Queen Victoria wedding gift necklace/tiara - illustrated on page 191 of Roberts - Queen Mary’s photographic inventory
(bless her for doing that!) shows this jewel with the added bandeau base.
(Sorry but I will not scan the QD pic.)

So we must assume the bandeau base was not “destroyed” for making her fringe tiara.
