I'm not sure, Nellie, wether QM really wears a cap in the first picture. My guess is, that there are her hairs. She had always a very bouffante hairdo had (to quote her granddaughter) "mountains of hair". The first picture was originally scanned and posted by me and I had a look at the booklet I scanned it from. This 'looking at' convinced me in my guess - it's her hair.
And here a pic of QM with the Delhi Durbar tiara - in her later years. The 'background' (supposed cap) is brighter here, actually grey as the Queen's hair. So I'm convinced it's also not a cap, but QM's hair. I suppose, the cap was only worn for 'official' occasions like the Durbar itself.
