It doens't mention the provenance, only states Munn's book for reference to a similar piece. No information also as if it can be put on a frame and turned into a tiara. Perhaps it can, depends on its flexibility.
Anyway congratulations to the person who bought it, specially if it can be converted in tiara also, I find fringes timeless pieces that match well with most all of classical jewels.
