She first wore them during the Diamond Jubilee Concert. It has been confirmed that they are a custom piece from Kiki McDonough seen on this link:

They open circle dangle is made up of blue topaz stones. The dangle hangs from a white gold diamond hoop with a diamond between the hoop and dangle.
