Brock - my copy of Majesty arrived only today so now I can look at your query.
At first I thought Victoria was wearing the Ladies of England tiara (below) without its central element, but then remembered that Queen Mary was wearing it, in toto, as a border to her neckline.
I cannot identify what Maud is wearing on her head.
