No, the German text is quite clear: "Die sichelförmige Brosche besteht aus fünf kissenförmigen Rubinen" - "the crescent-shaped brooch contains five cushion-shaped rubies" which is "der Mittelpunkt des Diadems bzw. eines weiteren kurzen Colliers" - "the centre of the tiara resp. another short necklace".

This I find really surprising and very interesting. I would have dated it somewhen between 1930 and 1950.
