The more I see this configuration the more it appeals to me. The three crosses mounted at the front of the tiara always seemed somewhat unbalanced to me. Perhaps my eye was just used to seeing the crosses at intervals!
Re how the crosses may be mounted on a base. I still feel that a fine metal band would have been used. Overnight I remembered a discussion we had in 2015. Barbara D's keen eye showed us how the crosses were mounted on the bandeau section, and it is clear that they are fitted to a separate frame secured behind the band section. I wonder if that holds the key to how the crosses are secured when worn in the style we are currently discussing?

Re-posting of Barbara D's annotated image.
If the crosses have been soldered to the upper section of the inner frame which holds them above the bandeau section then that would only need to be mounted on a fine metal base frame to form a tiara.
Mauriz posted an image which clearly shows the internal frame holding the crosses.
