This print was made by George Baxter in 1858, and was a copy of an original miniature portrait. I have not been able to find an image of the original portrait and do not know the artist. George Baxter pioneered commercial color printing. In looking at examples of his other portraits, they appear to be based on the work of other artists and are not necessarily as finely detailed as the originals.
I know the tiara in the Baxter print is not a faithful representation of the tiara we see in photographs, but to me the similarities indicate a match. I am curious on the thoughts of others.
