On the very quick search I did on the UK newspapers I did not find any reference to HM's jewels for the Children's Coronation Fete but according to the Daily Telegraph 1 July 1911 she was wearing a "coat and skirt of turquoise blue..." and a white hat. Other papers described her dress as light blue.
Baxter's observation that HM often wore diamonds during the day aligns with what I have noticed on numerous occasions. HM often also wore coloured gemstones in necklaces and earrings, so using diamonds and turquoises on this occasion was not unusual in my opinion.
I think that Baxter has found the origin of this necklace.
