It is a star dating from post-1937. Prior to 1937 instead of the centre of the star featuring George V and Queen Mary, it featured the figure of Britannia.
This could well be the star from a deceased member of the order, as unlike other orders where all insignia is returned upon the death of a member; for the Order of the British Empire, only the collar has to be returned, the other insignia is retained by the members family, thus it is likely that this is being sold by a deceased members family.
