Josefine, the 'touch of blue' is the ribbon of a commemorative medal given to those who attended the King's 50th birthday gala - the same is worn by Prince Carl Philip, who wasn't 18 yet either at his father's 50th birthday. A similar medal was given to the guests at the CP wedding in 2010.
Here are the three siblings on that occasion again, with Carl Philip and Madeleine only wearing that medal, while CP Victoria wears the Seraphim and the medal:
