I believe you may have established a valid provenance here.
The official gifts are never published; but it is very likely owing to the Queen's tradition of wearing any jewellery gifts to the return banquet, that this is a necklace from King Fhad.
This particular necklace was long believed to have associations with Saudi Arabia because it has been worn in connection with visit involving Saudi Arabia.
As for the jewellery, we cannot be sure who made it, but an attribution of any one of the large Western Jewellery Houses is likely, as the Gulf States seem to patronise western jewellers.
I shall now refer to this as the King Fhad Diamond Necklace and Earrings; just to actually give the piece a name, as it does seem to be a likely attribution.
I believe a lot of the Queen's modern necklaces could be given provenances, if we were to look back at various state visits and return banquets to see when they were first worn.
