I seem to recall that there were newspapers at the time of the 2007 visit speculating the necklace was a gift from King Abdullah because the Queen wore it for the state banquet. It was mentioned that he might have presented it during a visit as Crown Prince, but not the 1987 state visit. A different visit. I have no other details, and it was never confirmed.
For the same 2007 banquet, the Duchess of Cornwall wore a diamond and sapphire necklace which has been confirmed was a Saudi present, and the Princess Royal also wore a necklace that might have been a Saudi present.
