I think it is Alexandra of Edinburgh. In those days an eighteen-year-old would not have worn a tiara unless she was married. Alexandra married in 1896, a few months prior to her eighteenth birthday (apparently over the objections of her grandmother Queen Victoria), so the portrait was likely done later in the year. There is a small photo of her and her sisters on Wikipedia and there is a resemblence to Tamara's portrait.
