I would suggest that very few tiaras are lost at the airport, and that a few simple inquiries would have ascertained the owner.
Given that, the airport is in grave dereliction of even the most basic duty to locate the owner of what would obviously have been a valuable item, not the sort of thing to go unnoticed by its owner.
