That might be the explanation although the British royal protocol is not what it was in the past, at least as far as the "protocol experts" are concerned. There's been lots of confusions in the recent years so this might very well be one of those cases. I certainly agree it isn't a state visit or at least that it shouldn't be qualified as such.
