The lady has received the Norwegian King´s portrait (King Olav), which would only be given to family or Norwegian court officials.
She wears a Dutch sash, which means she would have been involved during a Dutch state visit. There was a Dutch state visit to Norway in 1986.
The gentleman is Prince Carl Bernadotte, who is not likely to have been present during a Dutch state visit, thus this picture is not from said visit.
I believe the picture is taken at Akershus Fortress, used for receptions by the Norwegian government.
Thus I suspect it is the Norwegian Mistress of the Robes at the time, and the picture is taken in the late 80s during a celebration for the King (a birthday or jubilee).
