I'm sorry, but this looks quite definitely like the result of photoshop to me.
The tiara doesn't have quite the right size - it's too small -, and you can actually see dotted lines in her hair where things have not been airbrushed out (or in) properly.
I'm sure the original of the photo can be found showing the tiara sitting where it's supposed to be.
