It seems that the Foundation of Queen Fabiola can support nephews and nieces (that must be children of her De Mora y Aragón siblings) ánd their children but only when "from a first, religious, Catholic marriage".
Another goal is supporting cultural and historic initiatives but these must have "an expression of the religious, philosophic and moral convictions" of the founder and her late spouse.
The Foundation can also give financial support to Catholic initiatives like courses and lessons which prepare on baptism or the spiritual exercises by St Ignatius of Loyola.
No word about the jewels other than that a part of the Foundation will support the royal couple, that can indicate that properties which are subservient to the royal function can be placed into that. For an example jewels, library, objets d'art, etc.
