Yes it is - Prince Ferdinand gave it to Princess Marie of Liechtenstein in 1870 (according to Rene Brus). As I am not firm in the history of the Kinskys I don't know if the tiara came through the first (Princess Gina) or the second (Princess Marie) Kinsky bride into the current princely family. I only remember Princess Gina wearing the Fringe Tiara.
