I tried to find other pictures of HM in Thistle robes with a tiara earlier today and could find none.
The second photo which shows a side view as the portrait was set up clearly includes the tiara being worn.
I'm not keen on HM's expression in the portrait as, sadly, she appears a bit grumpy. Pity they didn't take a few more to choose from and get a nicer expression.
