    How old was Madeleine when she wore the modern fringe for the first time? I think she was twenty or twenty-one? So I don't think that it was a gift for her 18th birthday.

    But if she received a tiara of her own, it would make sense to give her a fairly new one, so that the historical pieces can stay in the Royal Family. It's also clever to giver her a piece that can be worn as necklace, since her children will have only few occasion to wear tiaras.

    Yes, it's bigger and better than Victoria's 18th birthday tiara. But it was always clear that Victoria will have the whole lot one day. So, why not?

    Imo, only time will tell who owns the modern fringe. I'm really curious to see if the Queen will continue to wear it or not.
