The choker worn as tiara certainly looks impressive as it is, but I don't think it is that tall. We know tiaras that are definatelly taller (I'm not even talking about the ones we call whoopers). I still think a non-permanent frame could be arranged with some way to "top" the peaks of the choker as tiara with a small Diamond or a pearl. This would make the tiara look more "finished". The Luxembourg jewel works just like that and can be worn in 3 diferent ways.
