    Maria Theresa of Austria-Este was born in 1849. Judging by the hairdo the painting in your post was executed 20 - 30 years earlier. I assume it shows Maria Theresa's pre-predecessor Therese of Saxe-Hildburghausen whose husband became King Ludwig I in 1825.

    Regarding the combination of crown and tiara I would look more into time and fashion than into territories: It became fashionable to "staple" hair ornaments in that way around 1795/1800. Look at portraits of Josephine de Beauharnais or Napoleon's sister Pauline. Bavaria became kingdom in 1806 and its new regalia were heavily influenced by Napoleon's and his empress Josephine's regalia from 1804, so it's not surprising that the Bavarian set included not only a crown but also a tiara for the queen.
