Some jewels are expected but the gentlemen will appear in suit-and-tie, I think. The Dutch Court has the habit to adapt to the guests to prevent a mismatch: half of the guests in white tie and evening dress and the other half of the guests in suit-and-tie and day dress. Some Royal Houses are strict in maintaining the own dresscode (UK comes to mind). That is nice but it results in a disbalance, in my view. Delegations from Russia or Turkey appeared in white tie at some royal state visits. But not always, see the pic below. China never appeared in white tie. The Chinese Visit was also arranged on the very last moment, in the framework of the Nuclear Summit in The Hague. No, I expect moderate ceremonial, nothing spectacular.
