    The jewels that are not part of the family foundation are their private property. They are free to do with them as they want. Not all members of the family are very wealthy. I can easily understand that some members of the family would rather have the money to purchase a new home instead of 10 diamond bracelets or a brooch. I don't think the family wants to have much attention drawn to these auctions so they use "property of a lady" or "property of a collector" because it adds to the anonymity of who exactly from the family is selling the items. Also, Grand Duke Jean, not his children, is still the owner of much of JC's property. People always assume it is Prince Jean who is selling the property but that isn't really the case with each item (some surely, but not all).
