    This picture was taken at the French state visit to Great Britain a few months before the outbreak of World War II.

    Her Majesty is wearing a ruby-and-diamond parure, some of Queen Victoria's most beautiful pieces of jewellery, originally set with opals. Queen Alexandra later had the opals replaced with fabulous blood-red Burmese rubies.

    According to Leslie Field ("The Queens Jewels" p. 138)four brooches form a part of the parure and: "Two of Queen Victoria's opal brooches that had been reset with rubies are often pinned at her Garter Riband". I think that would account for two of the brooches in your picture, although Her Majesty clearly is wearing another sash here . To fasten this sash even further at the shoulder, her Majesty is also wearing Queen Victoria's diamond double bar brooch.
