    I do not think so. Both ladies seemed to be bare headed:



    Here is another picture from the same event (a 'Bal des nations' [ball of the nations"] in Geneva in the 1990s, aimed at raising funds to build a shelter home for young girls and women in Bogota, Colombia). The Countess of Paris looks like she wore no tiara that day.
