Any bride can wear a tiara if she wants to, there is no "rule" barring some categories of brides to wear a tiara on their wedding day. I remember, for example, that a few years ago, at one of my friends' wedding, the bride wore a small but lovely tiara; both the bride and the groom were - and are still - commoners (though she was the well-born daughter of a high-ranking diplomat), but the bride looked really great, and nobody blamed her for looking like a real princess for her big day . Therefore, I agree that it was very probably Princess Maria-Theresia von Thurn-und-Taxis's own choice to wear this small crystal daisy headband rather than a big family tiara.
