I have not heard of this ring (and have of course no picture of it).
But on her arrival in Ankara, at the beginning of her State visit to Turkey on 13th May 2008, Queen Elizabeth II received a tulip brooch as an official gift from Turkish President Abdullah Gül and his wife Hayrunisa Gül. The Queen wore the brooch two days later, in Istanbul:
