The design is very much similar, though both jewels are different (the elements of the Yussupov tiara, i.e. the laurel branches and the diamond circles, are thinner than their equivalents on 'Angelina Jolie's' choker).
Cartier probably made exclusive jewels for their most prestigious clients, but I think they otherwise had no objection against making duplicates of successful jewels - especially if they were inspired from prestigious and disappeared collections (and Cartier was not the only jeweller to do that: in his book about Boucheron, Vincent Meylan pointed out, for instance, that at the end of the 19th century, Boucheron made several replicas of pieces from the then recently auctioned off collection of the French Crown Jewels).
Another tiara in the same design as the Yussupov tiara and the 'Jolie' choker (the main difference being an emerald set at the front of the tiara) was sold at Sotheby's or Christie's a few years ago (sorry, I did not save the date and company of the auction):
So this design was visibly a frequently-used one!
