Here is a picture from the Governor General's Facebook page: I do not think that Queen Mathilde's choice of outfits and jewels is related to the political or economic situation of Belgium. I think it is more probably due to the fact that it is not a State Visit, and that the Governor-General of Canada is "only" the representative of the Queen of Canada (on whose behalf he fulfills the constitutional duties of a Head of State), but he is not the Head of State by himself. Yet, I agree that a necklace (maybe the laurel tiara worn as a necklace, or the diamond necklace worn at the Duke and Duchess of Cambridge's and at the Hereditary Grand-Duke and Grand-Duchess of Luxembourg's pre-wedding receptions) and/or a brooch would have done no harm...
