Certainly looks like a pair of clips - which I am now hunting for.
Edit: more than once in the past I have posted pics of brooches donated, to the British Red Cross for fundraising, by Queen Mary and the Queen Mother (I think). I always have trouble finding the darned things again. I'm sure there was a pair of clips among the donations. Perhaps someone else can find them.
