"a personal gift to Camilla" Archived Message

This article of the Daily Mail mentions that the new ruby parure, "according to aides, was a personal gift to Camilla, and includes a pair of drop earrings and a bracelet": http://www.dailymail.co.uk/femail/article-2957637/Camilla-dazzles-intricate-necklace-studded-rubies-Second-Best-Exotic-Marigold-Hotel-premiere-dapper-Prince-Charles.html Of course, the Daily Mail is not the most reliable of papers, but as they mention that they got the information from "aides", I guess the information can be trusted. Unfortunately, no indication is given about who could have presented this "personal gift" to the Duchess of Cornwall. I also wonder the implication of the word "personal gift", as regards to the British regulation according which all gifts given to the Royals in their capacity of official representatives of the United-Kingdom must be regarded as belonging to the Royal Collection.
