Beth the dog collar you are referring to is made of saphires and diamonds, and was comissioned by the Queen to Cartier acording to most sources. From what we can tell from the pictures of the Queen wearing it it was indeed a most stunning piece. Sadly, like most of the Queen's jewels, its whereabouts is unknown...
Here's a pic of 1938 where the Queen wears her saphire collier de chien with her emerald french wedding gifts (tiara and brooch) and the 661 pearls nekclace that her husband gave her in 1897. This pearl necklace was a favourite of hers, and she wore it all her life. Whereabouts unknown... Since the picture was black and white she assumed, wisely, that all the jewels would match
