The lower brooch is the Koh-i-Noor.
This photograph was used as Victoria's official portrait as Empress of India in January 1876. I have read that the jewel at her neckline is a medallion bearing the portrait of Naser al-Din, Shah of Persia. The Royal Collection only identifies the sash as the Order of Neshan Aftab which was presented during the Shah's visit in 1873.
