    Well found, Brian.

    In Royal Insignia, British and Foreign Orders of Chivalry from the Royal Collection, Stephen Patterson, The Royal Collection, 1996 on page 168 a caption states, for a photo which must be from the same photo session, "Queen Victoria seated on the Ivory Throne, 1876, photograph by W. & D. Downey. The Queen wears the sash of the Order of Neshan Aftab. It is possible that she also wears the Shah's portrait in diamonds at the neck."

    Edit: On page 170 it states "Queen Victoria received the Order of Neshan Aftab in 1873 together with the Shah's Sovereign's Order, which was his portrait set in large diamonds. The Shah gave them to the Queen after his receipt of the Garter."
    Queen Victoria records the occasion in her Journal of 20 June 1873.
    The Sovereign's Order later referred to in Royal Insignia as a family order had been broken up in 1901.

    Edit 2: The Shah's Sovereign's Order is worn around the neck, so is not a pinned on brooch.
