The pearls appear kind of yellow - not as yellow as the picture suggests though - which I think also has to do with the lighting. Possibly also with them not being worn?!
Not sure about your second question. Queen Amalia didn't have children so she probably gave the tiara to some Wittelsbach relatives. It unfortunately didn't say whether they were actually owned by the state/museum or a loan from the family.
